Francis (full name Francis Cooke) is a main character in Pacific Drive.
He is one of the three characters which regularly speak to The Driver via their radio in order to progress the story, give hints, and comment on their performance in the Zone.
He and Tobias are extremely close, though the exact nature of their relationship is unclear. What is known, however, is that they both reside within the mid-zone of the Zone and that they live close to each other, or perhaps in the same home.
History
In September of 1964, Francis - along with his colleagues - discovered the Airstrip anomaly after several drums of experimental gravity gel were spilled while being transported back to the Maintenance department. The strip of road between their lab and a nearby gas station was covered in the gel, morphing the road into "some kind of giant trampoline".(source: Airstrip)
