The Driver is introduced to Oppy in this mission via the transmission Auto Shop.
The mission is marked as complete after the Driver patches themselves up using the first aid station.

Get Inside
Enter the Auto Shop.
Turn The Power On
Flip the power switch.
Equip Backpack
Equip the backpack on the workbench.
Put on Mechanic's Eye
Equip the Mechanic's Eye that is hanging in front of the projector map.
Patch Yourself Up
Use the first aid station.
