There has to be some way to open this.

This is locked, though that always doesn't mean you'll need a key... Many simple locks can be forced with small tools, though tougher ones will require heavier equipment. Keypads, of course, will require a code, or a zap. Breaking those won't get you anywhere.

The Locked Keypad status is only applied to two doors in the game, those being the bathroom door in the Auto Shop as a part of the storyline mission A Little Favor and an observation tower door at Sierram as a part of the storyline mission Stabilizing A Way Through.
