Using most of the same basic principles as a domestic vacuum cleaner, though without any regard for safety constraints, this device allows for the swift collection of just about any solid or semisolid substance. It will try to suck up anything small it's pointed toward.

This tool has multiple uses, but primarily, it is the quickest and simplest method of picking up large quantities of resources scattered around.
It and the Thermal Vacuum are the only two methods of acquiring Bulbs from Sodium Vapor Lights found throughout the Zone. It is also very useful, though not required, for collecting Marsh Eggs.
While the Thermal Vacuum is the recommended tool for collecting Swamp Coral, the Hand-Vac (or for that matter, the player's bare hands) can also be used as long as the player has some way to illuminate the Neon Reefs that won't occupy their hands such as a dropped road flare or the car's headlights.
