A heavy-duty tire that offers excellent off-road traction at the cost of road traction. In effect, these tires equalize your top speed between pavement and dirt, meaning there is little reason not to drive off-road with these tires equipped (other than the obvious threat posed by obstacles such as rocks, buildings, or the humble conifer).
However, All-Terrain Tires have significantly higher speed on roads, making them a better option for those who spend even moderate amounts of time on pavement or want to be capable of higher top speeds (to say nothing of the speeds you can obtain with Summer Tires, if you can tolerate their abysmal off-road performance).
