If the Zone has one thing going for it, it's that gasoline here is free.
The Fuel Pump is located near the Car's maintenance point and can be used to dispense fuel either directly into the Car or into any suitable can or tank attachment, at a rate of about 2.6 fuel/sec. The fuel supply is finite (about 4800 units, or 160 refills for the default tank), but vast enough to last the entire game. If it does run out, an additional pump can be found outside the Auto Shop (right-hand side when leaving the Shop through the departure gate).

Upgrade Kit Properties
The Rapid Refill Pump upgrade can be installed to increase the Pump's throughput to about 9.4 fuel/sec. It can only be crafted once and cannot be applied to the pump in front of the Auto Shop.
